If you want a like new interior get it valeted they have all sorts of sprays and strange devices that get the job done and inhibit static build up on plastic surfaces one of my friends is a car trader and he gets most of his stock from auctions and he reckons as a rough guide £70 on a valet can put £250 on the forecourt price a good return on a investment he says most people decide to buy the thing more on the condition of the interior than than any other issue and he is very successfull at selling pre- owned cars around 20/30 every week !And I would have to bow to his superior knowledge on the subject a nice interior is very much in your face when you look at a pre - owned motor there is nothing worse than a car with a smelly tatty interior when you are in the market for a car especially if the previous owner had dogs and smoked when he drove the car so find out if you have a valeting service nearby its worth the money

get a container with a little water and a tooth brush. wet tooth brush but dont dround the dash. clean in areas with tooth brush sometimes you have to use a toothpick to get in really tight spaces then wipe clean. the rugs sometimes you can get a foam carpet cleaner in a can at any store spray the areas necessary. Then get a stiff brush and brush the dirt in a circular motion. This will cause the packed dirt to ball up then you can vacume out the dirt. sometimes it takes a few times to get it all out

You may have to use a steam cleaner on the carpets. Not on the dash board though. I use Q-tips around the radio, the vents and all those little tight spaces where a cloth just won't fit.
If you use armor all or other products like it, you can dip the Q-tip in it and use it in the tight areas too.

You can use a rental steam cleaner for the carpets. It's much easier if you take the front seats out, usually 4 bolts a maybe a wire harness to disconnect.
