It really depends upon what you want to use the computer for- that will determine where you allocate more or less $$$

For example, gamers don't benefit from maxing out their spending on the fastest processor, they're much better off putting that cash into a higher-end video card. Other considerations will be how large of a hard drive you need,
Are you looking to do general word processing & e-mail, or movie editing, or what- different options will be called for.

A few baseline features:

Intel Core 2 Duo processor (best bang for the buck)
1 GB RAM minimum, 2 preferred
DVD-RW drive

Okay let's do a little in depth here. First the system will depend on what you wish to do. A quality Compaq is a good bet. I have 2 that are great. I got them both from http://www.geeks.com with LCD monitors, wireless optical mouse & keyboard, 9 card reader, 3D video, DVD burner, CD ROM, and 512 MB RAM, 120 Gig hard drives, and paid only $575.00 for each. You can also see more quality systems at http://www.pricewatch.com If you don't have a clue as to what these parts are that I mentioned here, please go to my site listed below and go to the Computer Talk link. The more you know, the better you will be prepared when ordering your new system. Dell also comes highly recommended. Hope this helps
