First procedure is to click on Empty link before the bulk mail folder. Another way is to send them automatically to trash, before they get in your bulk mail folder. But only drawback is you may loose some useful bulk mail , or mail from people who are accustomed to send bulk mail.
Here is the procedure.
Click on options at the upper right corner.
(options > mail options in Beta)
Then Click on Spam protection.
Under spam filter. Choose "Immediately delete these messages upon receipt". (Note: If you choose this option, you will not be able to review the messages before they are deleted.) Click on save changes button.
This will delete all spam messages addressed to your bulk mail folder.

I think all bulk emails in Yahoo Mail get deleted automatically after one month. You don't have to open them. And they are not counted as part of your mail account. Your percentage remains the same. I mean they don't decrease your 1GB space.
