Baker Street is most definately in London. I remember buying the single in the 1970's. The location is also the famous home of the Sherlock Holmes museum. A direct lift from Rafferty's bio removes any doubt as to where the Baker St that he is refering to actually is.

It's a street in central london- most people know it because it was the fictional home of Sherlock Holmes, (written by Conan Doyle in the late 19th century). I don't think the song is about that connection, but rather the alienation of living in a big city and realising that you're not achieving your dreams - "He had a dream about buying some land - give up the booze and the one night stands and then he'd settle down in a quiet little town and forget about everything..>>"

Most people would assume it was Baker Street, London, W1, it is almost opposite Madame Tussauds.
