It is simply because of how Internet functions. Internet is simply nothing more than interconnected nets of virtually all world countries. In almost all cases data traffic is totally unrestricted, unmonitored easy to make untraceable with use of readily available unsophisticated methods. Because of this, even let say if you live in US, it is trivially easy to anonymously purchase service (establish internet business) in country which have controversial laws (as Netherlands for instance – btw what most hacker sites do) or some third word countries which lays totally beyond reach of US law enforcements, often even beyond any political influence or any practical means to fight crimes you are committing (countries which are enemies of US, oppose US policies or lacks relations).
This allow not only to swindle people with adds, but also commit the very worst and heaviest caliber crimes as: child and sadistic porn business, pay per murder contracting, operating sites of terrorist organizations etc. etc.
Even most businesses and people are just to lesser or higher degree simply normal, Internet itself in it’s nature is nothing short of uncontrolled jungle in its worst. To swindle people with “for this absolutely free offer send check or money order to” – you don’t even have to move your business out of US. By verdict of US Supreme Court, words used in offers or contracts are often rubbed of their factual meaning by “what creator of slogan really meant by using it”. If you ask me? That just plain nonsense! I feel it shouldn’t matter how you form your words while using them in perverted manner itself often clearly was done for reason of creating deception.
Just watch out what you click!

It's a far greater problem than that. The biggest impediment to the growth of the internet is the scams. Everyone is afraid to do business on the 'net because of the fraud, the spam and the crime.
When I see an ad for, say, the Visa card, on Yahoo, my first thought is that it's a phishing scam. The product depicted is at once reduced in my esteem, and the advertiser will have to climb over a huge hump of suspicion before I'd ever consider doing business.

The particular thing you are getting is free, but the subscription to that which you get afterwards is not. Nothing in life is free, I would think you would know that by now. Why else do you think spam mail is such a problem. If you go to a "free site" you are giving your information which they make money by selling it to others.

I find this trait in mis-advertising rather annoying too. All I can suggest is to look for "freeware" rather than "free download". Freeware should mean "free" in the excepted sense, or at most ask for a donation should you wish.

Free downloads, it's very literal. You can download for free, but if you want to use it, you have to pay.
