What are the benchmarks? How do we establish exactly when the threshold has been crossed?

The bench marks for a 3rd world country to my under standing is poor to no health care a ruined or non-existent economy and a bankrupt government.
A 2nd world country has more food a little better health care and the economy can exist with only minor help from other country's.
A 1st world is an established health care system, enough food for everyone, a thriving economy and a strong government that has good communication.

never i believe the threshold will grow with them the world needs poorer places so they "1st world imperialists" can still get cheap labour from companies set up in this area

they never will, as they get richer, so do we, but by a greater margin, so the 3rd world is actually constantly falling further behind us
