No doubt, members of congress make a nice treasury check. So since most of the US federal economy was based on taxation with representation congress should be audited with an honest, public report and instead of "raises every year or whenever they deem it nessessary" pay them accordingly to the work they produce. For instance, they create a law that has a humanitarian Pulitzer effect across the nation, well then give those that supported the bill a Christmas bonus. If a bill is passed and later rescinded because of cost or just plain ignorance, well their new Internal Affairs Auditors get to sit them down across the conference room table with an index finger on the subtract button.

I say they should receive no salary, and should work on commission. The way it works is this...
Every year the government receives so much in revenues. If they ballance the budget and provide the taxpayers with a surplus, each member would receive a percentage of the surplus for wages. So -- no surplus = no salary. What do you think?
