I am going to dress in blue and some said to use cotton balls and put them all over to make clouds. But, when I was looking at them they seemed so small. How can I make them biger or what could I use? I was thinking about "being partly cloudy" but, I need help on making it look really good for the costume contest. If anyone has any other ideas on what to be Please help..

go to the crafts department and buy quilt batting or pillow stuffing

I was 'partly cloudy with a chance of rain' one year... I dressed in blue scrubs and used cotton batting for the clouds. I carried around a small squirt gun for the 'rain' effect...i'd have to say that was the funnest part!
But yeah, if you got some cheap cotton batting, or stuffing, it works pretty well!
