There are a series of philosophical books printed in German that are often referred to as ECN, if you happened to just run across a citation of that sort. The name of the series is, "Nachgelassene Manuskripte und Texte" (philosophical manuscripts and texts). These books are often associated with Ernst Cassirer, though they seem to have works from other philosophers in them.

As for philosophers, the closest I can get is Ernest Nagel. Don't know his middle name, if any. For Wikipedia results on ECN check the link below.
