There are several things you can do.
1) Clean the inside of your computer. Heat is a killer as well as reduce the preformane of you CPU and RAM.
2) Increase your RAM. If you are running XP and les than 512Mb of RAM that will have a large impact on your preformance.
3) Upgrade you video card. A better video card will reduce the load on your CPU.
4) Turn off any programs that start when windows loads that are not being used. Like Adobe, quicktime,... Also if you are using Norton or MacAfee switch to a less resource intense antivirus like Avast, Bitdefender, AVG, or AntiVir

there are a no. of reasons for cpu lagging.
a no. of unwanted programs can cause the problem
u can free up u'r hard disk space
by removing unnecessary programs.
also u should run disk defragmenter continously.
increasing up u'r pc memory can too solve the problem without making u to remove the unwanted programs.
well if u are an advanced user i would suggest u to go
to msconfig system files and load selective start up.
to go to msconfig , go to run command and type msconfig,
and select selective start up.
