Good point/bad point. Israels nuke facilities, being as old as they are are dual use facilities. Because of the technology when they first brought their nuke power plants online; they would have had to create material for power generation first then for weapons. The UN has no basis for going into a country who built their system based on technology at that time. Iran on the other hand has made the choice to go the route of power generation using technology that is dual use. By todays technology there is no reason for this other then wanting weapons. Iran could get its nuke power simply by building the soft water facilitys and the UN wouldnt have a say in the matter. Now if Israel were to build a new facility and went the same route as Iran, I would say the UN has a reason for going in and inspecting. You can't say look at what they built 50 years ago when thats all that was available to them. If Israel built a soft water facility then the UN would have no basis.

Israel has never signed the non nuclear proliferation treaty as such they never promised not to have nuclear weapons (same with India and Pakistan)

as such the UN has no legal jurisdiction (as much as some would like) to investigate Israel, unless maybe they start displaying nuclear power.

Iran on the other did sign the treaty and is under international law.

Israel has never admitted that it is nuclear, so there is nothing to inspect
