1+1=1
As shown with water, one water droplet and another water droplet don't necessarily make two droplets. They can make a bigger one.
One group of people and another group of people don't necessarily mean two groups of people. They can become a larger one.
It all depends on perspective.

There is not enough information for a correct answer. 1 apple + 1 apple would = 2 apples unless you plant them and then there would be an infinate number of apples. 1 drop of water +1 drop of water is still 1 drop of water...unless frozen it would = 1 drop of ice. Your real question should be when does 1+1=0.

1+1 = a+b
[1+1]^2 = [a+b]^2
1+2+1 = a^2+2ab+b^2
4-2ab = a^2+b^2
2-ab = [a^2+b^2]/2
a+b = 1+1 = [a^2+b^2]/2 + ab
a+b - ab = [a^2+b^2]/2
2a+2b-2ab = a^2+b^2
2a+2b-2ab = 4-2ab
2a+2b = 4
a+b = 2
1+1 = 2
