Dingle Bay, Ireland I would say because if you can not connect with the dolphins there are great pubs to consol you.
Greece is noted for dolphins but in seven years I have only seen them once.
Also do some research on altism treatment as there is a program that includes having altistic children swim with dolphins.

sea world is a good one...but it's not in a really natural setting there are probably places in florida or the bahamas where you can go out in a boat and then swim with them in the ocean.
