Either your pop3 server is not correctly entered, or your ISP server is down. Contact your isp to find out what is the pop3 server. It normally available on the isp's website anyway. Anyway, you will need to enter this pop3 server in your email account's server setting.

POP3 is the protocol used to get mails from your server.
You must reconfigure your email software.
But:
Though it seems attractive to get your emails directly at your laptop/computer , it has many drawbacks you will discover if, for some reason your computer needs re-installation or is corrupted.
In such circumstance you may loose all the material you have.
Why take risks ?
Open a free account in Yahoo!mail or google or many others and connect via your browser. Many such email account are free, with big capacity (2-3 GB !), some of them have a POP3/SMTP for free (google allows to forward and in addition keep a copy !)

What mail server are you using? You either have your mail account configured wrong or something is wrong with your ISP's server. Or, if you were able to send mail before and you are not now, then you should run an "all-bugs" scan to see if your machine is clean. And while you are at it do a thorough cleanup of your system. If everything, fails call your ISP.

Hmm, it sounds like you are using Outlook Express when you are trying to send an email but you havent configured it to work with your email server. You can simply logon to an internet based free mail account or you can look up the instructions from your ISP.

Then apparently you were or are using a pop forwarding email system...try emailing directly from Yahoo, or Hotmail, or Gmail instead of using your email client that you're trying to use through them...if that works then it's a matter of fixing the pop forwarding...
Don't have a clue where to start on that not knowing what email client you're using... :-|
