WOW! That is a "big question", because it really depends on a LOT of factors that you have not given.
Are you still working, or retired?
Are you an Outdoors person, or basically an Indoors person?
Do you like wide open places, or "closed in places"?
Do you like clean, fresh air and super-clean water? Or, do you like pollution and having to drink bottled water, as a necessity?
Do you like "boatloads of sunshine", for more than 300 days of the year?
Do you like the "ambiance" of a University Town, in the mountains of the West?
(Missoula has a university...and has still retained that "small-town flavor")
Would you like the idea of a city like that, with its reputation for drawing thinkers and writers and poets, into the community.
Do you like to hike into the "Wilds"?
Do you like to fish?
Do you like to swim in mountains streams and lakes?
Do you like the grandeur of rugged mountain ranges?
Do you like the relaxed feel of a slighly slower pace and of unpretentiousness, in people?
If most of your answers to the above are "yes", then, what are you waiting for? Missoula is the place, for you.
P.S: I spent some time, in Missoula. The climate is excellent: better than the high humidity of your part of the country. Dry, clean air and drinking water and sunshine: all contribute to a more-enjoyable life.
Conclusion: Definitely "scope out the city", first. Do your research, online. And, before you "leap", plan to visit there, if you can afford to spend the money and take the time: in the long run, you will be glad you did.
Then, when you finally get there, you won't have that sinking feeling that people sometimes get, when they don't learn all that they can (and become totally informed), before they make the move.
Knowledge is power.

Montana is beautiful, but will be hard living if you're not in a major city. Especially in winter. Sometimes it gets so cold you have to plug your car into an outlet, so your battery won't die.
But it is beautiful country.
PA is nice, not as cold. But it all kinda depends on a job, housing, family, whatever's closest to what you want.

For all the thought you are putting into the decisions that affect your life, you may as well buy a Magic 8 Ball.
