what should i do to make it useable . do i need to format my pc ?

First check if regular internet works.
If yes, then:
Start
Settings
Control Panel
Add/Remove Programs
Uninstall Yahoo Messnger
Delete the Yahoo messenger folder located in the"C:\Program Files" directory.
Go to the Yahoo Messenger homepage and Install the last version.

No need to format the hard drive. Just uninstall the yahoo messenger and reinstall the latest version of yahoo messenger.
