When you look at a home movie, or a video shot using a camcorder, there is a distinct look to it. On the other hand, when you look at a hollywood movie, particularly those focused on cinamatography (i.e. Saving Private Ryan, Kill Bill), they look EXTREMLEY different.
I'm wondering, why do these two look so drastically different? Is it the fact that on is digital whereas one is shot on film? Or the framerate? What are the biggest contributing factors to what aspects of the shot?

Primarily frame rate. Mosy hollywood pictures are shot and played back at 24fps, while digital and even older home movies shoot and play back at 29fps. Digital can be manipulated to look like film, but film is the easiest way as there is no conversion, but it costs alot (upwards of $100 for 2 minutes of film, just to shoot and process).
There are alot of factors that constitute the framing of a shot. I use the rule of thirds as well as a bunch of other principles that I have picked up along the way, headroom, space, framing references (TV or Film), it really depends on who is shooting and what the director and cinematographer want. But remember that generally a more cinematic shot isn't going to have the subject dead center, but off to one side a little showing where they are going or something else interesting in the frame.

To put it precisely, while religion (in the sense it is understood to day) can be termed a tutored (bordering even on brain-washing), un-understanding, mechanically-ritualistic, non-self experiencing, means to understand world, spirituality has to be on one's own urge to know things in proper perspective. While one can easily become religious, because it just requires joining a band-wagon, it is extremely difficult to become spiritual. While religion invariably includes a God element (though a very few exceptions are there), spirituality need not necessarily contain God, because spirituality assumes that once a person understands universe in its true sense, the god element need not be explained at all. It just dawns. That is why a spiritual person talks very little or nothing about god, which is not a phenomenon to be described, while a religious person may go on describing God as if knew everything about God! All the draw-back of religion will disappear once a person understands religion as one of the means to achieve spirituality. That is while the former is a means, the latter is the goal.

I think most of the "professional" look comes in post production where they add all the finishing touches, because if you look in the extras and they have extended scenes that were cut prior to post production they look way different than the rest of the film, alot more amateurish
