According to a similar topic in ANSWERS, DiCaprio asked the psychiatrist to give the envelope to Wahlberg's character. Therefore, Wahlberg sought revenge for Sheen's death by killing Damon, becuase the envelope had taped conversations between Costello and Damon's character, which was proof that Damon was the mole.
