MAGNETS, big magnets. You could also violently shake it while it's in use or even shock it with static electricity. If you do the shocking part, I recommend you have it unplugged first. You could also put small drops of water on it, then start it up to short it, or even drop it a lot.

De-mount the drive and then plug it in. Next, get it spun up to 7200RPM (or whatever the full speed is). Once the platter is spinning, shake the living hell out of it and shock the hell out of the platter. Hard drives are super sensitive to vibration.
Another option is to destroy the control board on the hard drive with a high voltage. If the HD controller chip is subjected to a high voltage and current, it will be damaged beyond repair. Just make sure that the conductors are well connected when the voltage is turned on so as to prevent arcing marks on the drive.
In your question, you were talking about static discharge. I suppose that is possible but there are more direct ways to destroy a piece of hardware if you really put your mind to it.

I love these questions, can't help it, first question that comes to mind is always why? Pay back, insurance fraud, company espionage, setting someone up for the fall? Good luck, I just know lots of people will be more than happy to help you with this one.

hmm, interesting question. well there are couple of ways to do, that i know of.
1) start formatting, then unplug HD in the middle (it ruined mine. not sure if always works)
2) do extreme shake while HD in extensive use (like disk fragment)

Why do you want to do this? It seems strange that anyone would want to unless there is something illegal on it.
