ah man, thats tough. it depends on whether you're talking about lyrics only or a person who just impacted hip hop or music in general.
lyrically you'd have to go with rakim hands down. dude is quoted more than any other emcee by everyone plus he rarely cursed. basically he's your favorite rapper's favorite rapper (literally). *honorable mention-nas, jayz, eminem, busta rhymes, andre 3000*
the person who really impacted hip hop is kind of a toss up but i think its a tie between pac and jay z.
pac really impacted the game. when you think about rap you think about pac. his lyrics are clever and passionate plus his poetry is extremely beautiful. plus he's your favorite rapper's favorite rapper also.
jayz on the other hand is just jay z. he is a monster when it comes to lyrics. only rapper to have an underground album be called a masterpiece by a very respectable source called rolling stone magazine (the producer dangermouse remixed jay z's black album with the beatles white album and called it the grey album. i have it myself and trust me look it up and download it.).
he sold out madison square garden in a day, rapped along stage with one of the beatles (forgot which one), and almost ended another reputable rapper's career (the beef he had with nas). in many people's opinion (probably including whoever your favorite rapper is), he can single handedly influence hip hop. which ultimately means he can single handedly influence pop culture.
talk about some power.
so its a tie between rakim, pac and jayz.
best hip hop group is either outkast or wu tang but thats another thread.
by the way hip hop is music. its not just speaking over beats. the syllables of words plus individual word stresses add to the complete rhythm of the song. if you dont think so, if you mark each syllable with a drum, then substitute the spoken words with the rhythm of the drum, youll see that it has become part of the rhythm or more of a rhythmic solo of some sort (saw it done in an anthropology class in college, it opened a lot of people's eyes including mine)

Okay, to the person who made that "*****" comment, keep those words to yourself, because I bet all of us have reported you.
Secondly, Dr. Dre is an excellent music producer and has pioneered many different styles that have influenced today's producers but for the most part he usually doesn't write his own raps.
In my opinion, the best rapper ever is Tupac Shakur. Just listen to the songs "Changes", "Brenda's Got A Baby", "Dear Mama", and "Keep Ya Head Up", which are very different from the misogynistic rap lyrics of today.

None of them. I don't like people speaking in rhythm to a beat. That's not music. Music isn't speech. Music is harmony... melody. But, that's just my opinion.
I'd say that the best rapper is Eminem. One of his songs is ok, but I can't think of the name at the moment.
