We have already peeled the bark off and carved grooves for his fingers. But we have to fix the split.Should we glue it before or after it dries? It is a green limb, when should we glue the split back together?

You can glue it back together any time but it will probably be easier if you glue it up now. You will want to squeeze a water-resistant PVA glue or a polyurethane glue into the crack then flex it open and closed several times to work the glue down into the split. Once you feel that the glue is worked in wrap the split section tightly in tape, I prefer mylar heat shrink for clamping round objects. When the glue is dry sand off any squeeze out. The glues I prefer are Titebond III or Gorilla Glue.

About using gorilla glue:
The glue is moisture activated, so if you are gluing green wood it is already wet enough for the glue to work properly, you only need to wet the joint if you are using seasoned wood.

using some sort of durable wrapping around the split is a great idea.

I agree with the first answer using Gorilla glue. Just be sure to follow label directions and wet wood thoroughly. I would add, if this is to be a cane for real use as a walking aide I'd consider wrapping the split end with something decorative as well as strong like copper wire or even rawhide to prevent it from splitting ever again. Use your imagination and kill two birds with one stone.
