How about just after rain? The rain is a slow steady rain, should I not even bother going out tonight or tomorrow morning?

Yes they will hit when it's raining but they don't like lightening. As far as when they're running, they'll hit for the sake of hitting. They're not bitting because they're hungry they hit because they're a predatory fish that's mean when they're about to die. If they're running, that means they're a mature fish and they want to spawn. It's the life circle of the salmonoid (salmon and trout). When they spawn, that's pretty much the end of their life.

Since the rain weighs down insects into the water..and fish know this..then id say..yes.

Yes, they hit when it rains, I fished in a deluge and still caught my limit. I was fishing in Berrien Springs, Michigan and it was great!
