If you're thinking of your own personal website, you can build one for free using Yahoo Geocities. They have two different ways of doing it. I like Page Builder because it allows me to build a multi-page site. Just go to http://www.geocities.com and sign in with your Yahoo ID to look around.
You can use the same site if you own a small business. You just have to pay a fee and then you can choose your own domain name from anything that is available.

Umm, that's kind of like asking how you build a house. Are you talking about a lean-to or a mansion? Even a single HTML page on a hosted location could count as a web site, but it won't do much.
If you want to start at the beginning, go to www.geocities.com and just dig in. It's free and you'll be able to put up a basic website pretty easily.

It depend what you want the website for . If you are looking for a professional website, you can go to scriptlance. You can get a decent website done for as low as $20. If you want just to create a simple website, you can go to godaddy.com. Just get the hosting , and you can use a wysiwyg editor. Godaddy is quite good . It really depend what objective is (example : making money over the internet or just for personal use. I have put in some resource which you can refer to.
