please elaborate....what do you mean? Political Asylum? or just to visit? Either way you must bring your documentation, and reasons for your trip to the nearest US conciliate/embassy. They will assist you in paperwork pertaining to either option. If you have a criminal background, I don't think you don't have much of a chance.
If it is for asylum, you must state why your life would be jeopardised if you continued to live in your national country.
If for a visa, you must have the visa fee, and the reason for your visit whether it be for business investment(there are minimum investment requirements) or for pleasure(returning plane tickets paid for, itinerary, etc)
I am pretty sure that these are standard requirements globally, but visit your nearest US embasy for the exact criteria and specific forms.
