Barbarism is relative through the eyes of the judging culture. Western nations have historically defined barbarians as those who are able to produce the basic fundamentals of civilization such as horticulture and domestication, but are do not have certain commodities such as a written language.
More realistically, most cultures define barbarism on a scale in which their highest aspirations would mean civilized and those who do not have these qualities would be barbarians or savages. For America, people who do not participate in a standard currency/trade system or who do not respect traditional family values would be considered barbarians. On the other hand, to many cultures Americans are barbarous because we place materialistic goals higher than societal and familial obligations in many circumstances.

The answer would depend upon what you or the society that you in define as "Civilized" . Then the measuring yardstick will decide what is barbaric , AFTER the word barbaric is also defined.
I think these are perception differences.
300 years ago the natives in America were living happily and now we call all of them barbaric and we try to rehabilitate thwm>
The Britsh enter India and a number of countries and take them over. Then they call these natives barbaric and try to help them out.
In the name of discovery many trials are done which almost amount to barbaric but these are necesasary.
Cultural differences are exaggerated and termed barbaric

In order to become a civilized culture I think that there are inherent glitches in the system that ultimately bring about barbaric behavior...think about it...all through time power and expansion of territories was of uppermost importance to rulers and principalities. The more we progress it seems the more damage we do to the environment of today and each other...and that in the end may be the most barbaric act of all!

I'm sorry Roger but we are far from civilized. The rich get richer and the poor get poorer... How is this any different from where we were say 2000 years ago? If anything I think we are regressing as a species... Fast-forward 2000 years from now and we might be having the same conversation...

Obviously, The USA still has the death penalty. Look at China they still would prefer a boy to a girl, Europe 'nuff said, The Vatican it is the world's smallest country it has an embassy in the USA and is recognized as the most influential country in the world but I mean come on look at the Crusades, Man is an animal we still have our instincts that made us king of all beasts is still in our genetics we are still a primal mammal that constantly fights urges to comply with the whole of society.
