No. While it's very common, it's not based in law. If the previous occupant had a post office box, they'd have no need for a mailbox and there very well might not be one.
Of course if the lease stipulates so then the landlord would have to supply one.

It is usually customary that the landlord supply the box. If you live in a large apartment complex chances are the landlord would supply a "bank" of boxes for the tenants. If you are renting from a smaller type operation you might have to supply it yourself. It may even be stipulated to in your lease that you supply the mailbox. Good luck

Absolutely, yes.
According to the USPS website, customers must provide authorized mail receptacles or door slots.
If there isn't a mail slot or a mailbox, call the postal inspector and file a complaint.

Your landlord may hold that responsibility. A quick look to your state's "Landlord & Tenant Act" will clarify. If not stated, you may contact a postal inspector at your local U.S Post Office.

You "lazy" landlord has no obligation to provide you with a mailbox. If you don't like the setup...get yourself a P.O. box at the post office.

Depends on the laws of your city/county/state. Or possibly federal postal law. But check your local laws first. There's probably a housing advocacy group you can call.

Nope. You are responsible for that. You can either put one up outside or get a P.O. box.
