God is always referred to as a "he" because people see him as a father figure.

Because in our day and age, men are seen as more powerful than women, so by referring to God as 'he' even though no one is really sure, and if God can even be referred to as male or female, and since the Bible was written in times where male/female equality is not yet established, God is written as 'he' as a sign of power, dominance, a sign of status.

Because the "powers that be" want you to think that somehow men are closer to God that women. It keeps women in a subjugated position thereby allowing men to do whatever the hell they want like create wars to serve there ego and greed. If women got off there asses and denied any warring or controlling man sex, then pretty soon men would realize that if they want sex, or want to procreate and create their legacy, they can't go around warring and powering and controlling evrything. Women have that kind of power, if they would just stop screwing around and get their heads together, men and women could start having better relationships and make the world a better place.

Hmm. I'm not too sure. But, in one case, He is actually referred to in a plural sense:

Gen 1:26:

And God said, Let US make man in OUR image, after OUR likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.

Can not speak for all religions except for the Jewish and Christian beliefs. In our bibles it flatly teaches that God is male. Hence he is a he.
