Depends on where you live/rent. Alot of rentals include water and heat, while there are others that do not. Do your homework before signing a lease.

Water more often than heat, and it makes some difference whether you're renting a house or an apartment, apartment water is usually paid.

Water is always included in an aparment (you don't pay the water bill). If you have a heating unit in your apartment it will increase your gas or electric bill. This is rare, though. Usually there is a central heating unit for the building, or radiators that are heated by the boiler in the basement. So, in an apartment you don't usually pay a water or heat bill.

water is always by law but heat is usalley paid for by renter sometimes a landlord will pay for heat usalley in a multi family were all share furance each apt had it's own heating zones which can be controled by tenant and in some cases tenant has no control over but landlord must keep apt at certain temp. required by law (united states laws i do not know the rights in other countrys)

A lot of times the water usage is included, but most of the times the electric and/or gas is not included. With the high uncertain cost of energy most landlords will expect you renter to pay those cost.

Apartments often pay for the water, but there are only a few that include the utilities, also. Houses do not pay any of this, in my experience.

It \can go either way. Some leases include it, and others do not. Make sure you know the answer before you sign a lease agreement.
