In the world? European countries don't even make the top half of that list.
In the Ivory Coast, Somalia, Rwanda and other African countries, genocides have gone on, and are still going on, not for questions of color, but for questions of tribes. Indonesia was also the recent theater of a genocide which lead to the creation of East Timur. Separatist Tamils in Sri Lanka are fighting government forces by any means at their disposal.
Then there's Israel, Palestine and the Arabs that surround Israel generally. There's no love lost on either side. The Kurds, like the Palestinians are another example of a people who had trouble all over the world.
Also, some Asian countries still openly practice segregation with non-citizens. I don't want to name them because I'm not sure enough which they are and I wouldn't want to spread false information. Far eastern countries attitudes could often be described more as xenophobia than racism, though, although the west would fail to see the distinction.
So anyway, no. Europe is not even close to having the most racist countries in the world. By world standards, they're pretty tolerant countries.
