They do this as a sign for their team to start playing better. It's called the "rally cap". It is supposed to be good luck and help the team begin to play better and come back to win the game. They only do this in the late innings if they are losing or during the game if they want to have a good inning.

It's called a rally cap. When your team is down, you do that (Cubs' fans wear the rally cap from start to finish in both games and seasons... unfortunately, mind you).

Anyway, it's supersticion. Baseball is, from what I've seen, the most supersticious sport there is. There are other supersticions, like the pitcher will never step on the baseline, or a manager will sit on a bucket for so many innings, stand for so many innings, whatever. It's all part of the beauty of the game.
