It would be flattering to a degree, but also reminds me of those corny pickup lines like "Heaven must be missing an angel" etc., especially if the two are strangers.
I had a guy in a store turn to me before he left and said "I just wanted to tell you, I think you're beautiful", and it was nice...sounded like a genuine compliment (then again I am married and haven't heard this in about 5 years). Had he asked if I was always that beautiful or ...special occasion" I would have probably been flattered but foud it kind of corny and laying it on thick.

No, i wouldn't, in a way it's a not realy a compliment, it can actually sound like and insult, saying that can be like saying it must be a really special day cause ur not really that pretty on other days, that's what i think!!!

Umm NO. Thats going a step too far. It might be okish if your the overly flirty type but dont try it if ur not.

in my opinion i think it would be sweet if you and that girl go out....and if that girl smiles than she would like it...and if you like her...you keep on complimenting her....she would <3 that...
