The industry does not work like that. Purchase a copy of Writer's Market or a similar guide, that lists literary agents. A "reader" in the office of the literary agent will read your manuscript, if he/she feels it is worthy of review by the literary agent, the agent will read it. Always include a large postage-paid envelope when you submit manuscripts so it can be returned to you. I was a reader for a New York City literary agency, most manuscripts end up in the trash can.
If you have friends with published books, ask them to introduce you to their literary agent.

All publishers pay on the merit of the book. If they ask for money--they are not a publisher. They area Vanity Press--which means they will print anything by anyone.
To find a publisher, use Writers Digest and follow their guidelines.
Above all, if the book is rejected....keep writing!!

First get Writers Market to see how to submit your manuscript and to who. Then prepare your manuscript according to their guidelines. Don't think you can bend the rules or you'll get rejected out right. Be prepared to wait for them to respond. It can take months or a year when you submit to the majors. They have very few publishing slots available and there's a lot of competition.
IF you get offered a contract, you will not have to pay ANY costs yourself. The typical advance is $5,000. You'll get half of that when the book is submitted in final form and the other half when the book hits the shelves. Nine months after the book is released, you'll get the first royalty check.

Good luck - I've tried getting stuff published with no luck at all 'We do not take on new writers' 'Need to get an agent' 'We are not looking at new submissions' seem to be the most popular theme tunes.
Have a look at this site http://www.excaliburonlinepublishing.com/
