Definitely.
I guess there are some other, non-Jewish, Osheas, but this name is definitely Hebrew.
It comes from the first name "Hoshe'a" (Latinized form: Hosea), that means "salvation" in Hebrew. Hosea was a minor prophet of the Old Testament, the author of the Book of Hosea.
