The best way of finding one that isn't a scam and is right for you is to simply ask local models/actors. There is no better way of finding an agency than that because you get actual people's opinions, insights, and experiences first hand rather than reading something on a website. Goodluck!

I FIXED MY SOURCES. sorry Agencies in New York whose clients are the high fashion brands only take models who are 5'9 to 6'0 (female), and 6'0 to 6'3 (male). and they look for people who are not commercially pretty, they like people who have a touch of strangness to their face, but it works very different in L.A. New York modeling agencies have strict reqirements these days. and they are strict on height because for fitting, the clothes samples are made for models with a lanky frame. This girl was short, and she made it REALLY big. if you have ever watched americas next top model, then you probably have seen her on there. (Look at my sources, dear!) (:
