ldashboard lights not working 1995 ford ranger

The lay-out for the fuses is not on the block or cover, they are just numbered.
Look in your owner's manual for the fuse and relay identifications
If you have lost the manual, you can purchase a repair manual for < $20.00 at the local parts or book store. If money is an issue, go to the public library.
if this is all unsatisfactory, you CAN remove each fuse ONE AT A TIME and inspect them for failure. It is very easy to tell if they have blown.
Also, check the light control for the dome/dash lamps, if it has been inadvertently adjusted down, the lights in the instruments and radio/heater will not illuminate.

look on the back of the cover.
or look for one that says "PNL"

get a new dashboard!!! or lights
