Otherwise http://www.travelodge.co.uk have rooms available at £15 if you look around. No breakfast, but most are next to Burger Kings. They will be clean and certainly better than any B&B

You will be struggling for $40 a day anywhere in London. The option to try is...www.gumtree.com. Click on short term rentals. You have people renting spare rooms in their homes in and around London. Generally you will get cable TV, internet and a comfortable bed. You might get something there for $40. In terms of breakfast they are sure to point you in the direction of a decent Greasy Spoon so you can get a Full English.

i stayed at the belgrove hotel, it was a pretty decent b&b, hot water, clean and quiet even though it was in a pretty central location, the beakfast was fine as well. it cost 26 GBP a day. i found it on a web site with great prices and there where tons of reviews. i'm sure you'll be able to find one you"ll like.

I don't think you're going to find even a decent hotel room let alone a B7B for $40.00.
