Because he hasn't got sense enough to come in out of the rain. With an IQ somewhere down around that of an amoeba (sorry if that insults any amoebas), he is clueless. He doesn't have the slightest idea as to what he's doing or what's going on. Just look at his track record before coming to Washington.
He got daddy to get him into the Air National Guard so he could avoid military service and going to VietNam. While in the Guard he went AWOL.
He's admitted to using cocaine which obviously fried his brain.
He's admitted to basically being a drunk.
He failed in his attempt to own his own business - an oil company.
When he was the General Managing Partner of the Texas Rangers baseball team, the team didn't win diddly (of course, it hasn't done much better since then either). He also signed off on trading Sammy Sosa who went on to become one of the most feared home run hitters in recent memory.
As Governor of Texas, he was an abject failure. His love of standardized testing has turned the kids in Texas into people who come out of school knowing very little other than how to take a standardized test.
In short, he's an idiot and fool who is completely oblivious to the real world and lives in his own little fantasy land.

President George W. Bush isn't the first President who has been accused of being arrogant and clueless. It takes a large ego and financial security far beyond the common person in order to run for President. A President has to be detached from the common person and have the ability to deal with the "big picture".
