just look them in the eyes
and tell them that they WERE the best thing that ever happened to you..and that I know how much they loved Me, and I sure hope you know how much I have always loved you and always will love you, and that they have made me complete, if I never meet them I would only be a partial person, and since they have loved me and I love them I am a complete person and will always be
good luck
God Bless

Say what's in your heart and hold them, show them your love. No offense to what everyone on here is telling you to say, but you have to talk with your heart. Let your loved one know that you will be uncomplete with out them. Show them how you truely feel. I'm not saying not to listen to anyone else, and listen to what I'm saying, I am telling you that you need to speak from your heart and no one can put words into your mouth for you. Only you know how you feel and what you are able to say to make the last few minutes here on Earth meaning-ful.
I wish you the best of luck and my prayers are out with you and your loved one.
God bless.

I would of course tell them....I love them with a passion.
But! then I would also make sure they had a chance to repent of any or all sin in their life.
I would want that person...have a chance...to except God...or Hell.
The thought of my loved one going to a place that is sooo bad...makes me just cry.
So I would ask that person''do you wish to make peace before God''....and ask if they really want to ask for forgiveness of all their sins.It is possible to do this...with a sincere heart.God will not shut the door....unless you took, your last breath...and NEVER asked for the forgivness....we all need to ask for. But! warning here...it must be done with a heart wanting to be forgiven...and that should be told to the one, who is dying.
Then I think I would have done my best, for someone who was about to leave this world...I do hope that this has been of some help to you.....

Say what you just said and then reminisce about your happiest memories with them. Tell them you love them as many times as possible and that they are going to a better place( if all their religious orders are in place that is and if not get them to know JESUS) Tell them its OK to go on and have no regrets

I'd stay with them for their last minutes, tell them happy memories and things they love. Anything to make their passing easier for them.
