You can probably get ideas from the other people who answered, but if I were giving the speech my points would be:
1. Cell phones are an irritating plague;
2. Drivers who use cell phones are a menace, and can often be identified by their erratic weaving;
3. Cell phone should be treated like handguns--i.e. one would have to have to have a license to use one; one would have to have a very good reason to get such a license (e.g. be a physician); and one would not be allowed to wave a cell phone around in public.
Hmmm, that may just a tiny bit argumentative rather than informative.

The history of cell phones (remembering as far back as when cell phones were the big grey kind that are larger than our LAN line phones, or when there were "car phones", mounted in the front of a car). Find statistics on the number of people who had cell or mobile phones in, say, 1995, 2000, and now.
The benefits of using cell phones, and/or the negative aspects of them. Being available at a moment's notice, cell phone drives for women in abusive relationships or soldiers away from home, etc. being the benefits; statistics on car crashes of people talking on cell phones and subsequent laws made as a result, see if there's much online about the impact cell phones have had on family dynamics and grades, etc. being the negative aspects. Research to find out the validity of the argument/myth that cell phones can be dangerous if used over a long period of time, etc. Research legislation and/or policies used by government, workplaces, airlines, and schools regarding certain features of cell phones (particularly camera phones, which can be (and are occasionally) used both for voyerism and cheating on exams.
Where are cell phones going in the future? You should be able to research and find out something about what is in store for cell phone users in the next several years.
