why did they replace kimberly brown in return to halloween town?

i noticed that lucas grabeel was in it and he was in the 3rd movie(halloweentown high) so why isnt kimberly brown back?

She didn't return because she got older and looked different. It's not that she didn't want to, she didn't look young enough to return. That's what I think.
