in the movie jaws,the harbor master is frank silva,is he the real harbor master at that time?

Donald Poole was the unaccredited actor who portrayed Frank Silva. The harbormaster had a very small part in the movie. After doing some research, I could not find anything that says Frank Silva was a real person or harbormaster at that time.
