Wear a color darker than one of the colors in your iris; it will pull out the colors in your eyes and make them sparkle, especially if you smile a lot.

I know you said no makeup but the best way I know is using a white eyeliner pencil. Just line the inner lids....that will make your eyes brighter and whiter...and its not noticeble that its makeup.
Only other option is carrying visine around.

Actually I would recommend just that. Get your eye lashes dyed darker and wax your brows to open your eyes...they will look natural and no one will know the wiser.

Yes.... i know this may sound wierd... but put on make-up!!! yep.. put some powder that matches your skin under your eyes ........ then curl up your eye lashes....... but no mascara...... trust me my friend did it and he got a girlfriend in a week!!!!

Visit an optometrist, and then try color contacts for a change. I use them, and they work very well for me.
