I believe they are considered part of the "intelligence community".

They should be. Some of the policy they set is nuclear energy policy and the management of nuclear weapons fabriques.

Find the DOE chief's name on the website. Surprised it isn't doe.gov, just like fbi.gov, cia.gov, etc.gov (lol.gov)
