I would wait until the warranty period passes before buying a chip to remove the governor - unless you buy a chip from Dinan where BMW will warranty any Dinan modifications.

My 1993 BMW 318i had a governor around 125 - The fuel supply stopped for a second as I was flying down I-70 East.

The newest BMW's have 155 MPH governors.

The answer is yes regarding speed governing! It will vary dependent on the specific model, production year, and speed rating on the tires as they came from the factory. The German manufacturers have had a gentleman's agreement to limit their fastest models to 155 mph, and BMW has adhered to that. Several of the smaller HP cars will not do 155, so this gets academic. My 1990 750IL was limited to 155 and has z-rated tires. Later models received h-rated tires and the top speed dropped to 130 mph. Many after market tuners have offered high performance ECU chips which improve HP/torque and may remove the top speed limits also.

Top speed limited to just under the speed raiting of the tires. Yes they are. M-3 to about 135 mph and M-5 to 155 mph. While my 2006 pontiac GTO was limited to 140 mph I reprogramed the ECM it is not limited now.

Yes, the top speed is limited. You can remove the limiter with a product called a 'shark injector'. It is a reflash for the ECU.
