Exercise is difficult because it either does not work on the areas you really want or it builds up muscle in those areas - this means that they are still just as large and also if you give up the exercise they become flabby.
Sit ups do not work on the waist at all.
I really recommend Hatha Yoga. I had been getting bigger hips and thighs and my waist was all flabby. An 8 week course of Hatha yoga at one hour a week classes plus some practice at home and I was so toned that I could buy clothes a whole size smaller.
Many sports centres also have courses called 'legs bums and tums' so look out for one of those as well.

Do a high protein low carb diet for a while and jog and swim every other day.
It's really impossible to lose form target areas but exercise and diet can help you lose overall body fat.
I've heard squats are good for the butt but they've never worked for me.
