Yes, Blue! They read the front page and not the details and answer the question based on that.
And how many people ask questions which have been asked 70 billion times. Don't they see that the same question has been asked over and over and over again????
Also, why do people say "please read details" when you HAVE to read the details to answer the question!

These people -- I have checked -- actually think that they are answering questions accurately, or at least that they're saying something noteworthy. I have checked. Sometimes I tell them privately, very kindly, that "this" or "that" is what the question really meant, and they get VERY ANGRY, because they think I don't understand them. So ...
As an experiment I paid attention to the conversations that people had between classes at my University. Success! I've discovered that people really do THINK the way that, on Y.A., they WRITE ... But I can't fly a kite. I can see how my work in this field may soon be antiquated.

All you need to do is adjust the thermostat a little lower to cure the problem. Oh, I'm sorry, what was the question again? Yeah, you're right. Sometimes people just don't get the point of the question.
