She's located on island four of the Seveii islands. Head into the cave on the right and travel through. She'll be at the end facing Team Rocket members.

to get 2 lorelei in ice cave u need hm surf and waterfall, teach 2 or 1 of ur pokemons those moves. ice cave's in 1 of the sevii islands.......i think it's in 4 island.
