definitely depends on what town you want to ride through!
I wouldn't suggest riding through New york City! but a rural town is fine! i would suggest contacting your town hall and start there!
I can't imagine needing a license! the only reason you might need insurance is if your horse were to hurt someone or destroy someones property! and your home owners insurance should cover that sort of thing!

We had liability insurance on our horse. Also, don't forget the pooper scooper if riding through town, the folk take a dim view of the dumps.

I don't think you can go on a freeway or anything like that but I have seen horse in town where I used to live, It was a small town.
