No, its not. At least from a clinical standpoint. Its the extent that the negativism is affecting the individual what may, or mat not, put in in a disease category. Some people are very happy living negative lives. In that case there is no disease. If the person is negative as a result of a clinical depression, or depressive personality disorder, and they want help, or at least recognize its causing them significant impairment, then yes it is a clinical disease.
BTW, being overly happy can also drive people nuts but the same goes. It would be someone who is just happy being happy, or someone who is bipolar and is manic. One is fine, one is a disease.

No it is not an illness or disorder.
I am considered a pessimist.
I am a logical person who ussually never relies on emotion for the fact.
If one sees negativity in everything it is a point of view.
I can show the negatives in nearly everything that is considered good, as in religion, therapies, operations.
I created a system in my thoughts to expect the worst from everything at all times, and keep low expectations, for this I very rarely have unfulfilled expectations thus avoiding multiple upsets from unfulfilled expectations.
As in if i meet someone and they say they will do something i don't expect them too. This way i cannot be disappointed if they are not true to their word.
And if they keep their word i start having a higher expectation of them when they state something.
living this way is a pertective measure from disappointment.
But there is a big difference to being negative to living negative.
Sad part is most of life is a negative measure or we wouldn't be searching for happyness. Or doing things that make you happy, which usually means hiding from the truth of your own mind like an ego.
I find being negative has created more freedom for my mind. I see the world in a realistic way. I see people on who they are better than before.
But i do not create negativity as in hurting people or causing pain to others.
It is a viewpoint. But there are people who being negative openly is different.
Mine is thought. I even speak it. but i don't live it.
As in whether the glass is half empty or full, i will take the question away and fill the glass up with liquid now its full
no arguement on whether half full.

Only in the social science section. Much work has been done on this by your own behavioral geneticists and cognitive behaviorists, social scientist. Don't you pay attention to the work being done in your own discipline? It has been posited that such people could have been very useful in some context. Just because no one can stand them does not mean they have a mental illness.
PS and some people just see half a glass.

It isn't an illness, it's an attitude or a characterological disorder. People who are always negative have their own reasons based upon their miserable lives.

just ask the person who is being negative all the time. Is she/he happy with this life ? If happy and no problem, just live with that. Why bother ?

I don't think that it's necessarily an illness. Rather, someone who displays this attitude is called a pessimist. That is to say they always see the glass half empty rather than half full.

-mood disoder
-pessimism
-major depression
-hidden defence mechanism

yep a very depressing bunch
....the most annoying thing is that no matter what you say, you can never cheer them up and when you ask what would make them happy, they say "I DON'T KNOW"....or why are you sad and depressed then? "I DON'T KNOW" aaaarrgh !!
...in other words it is an illness with no cure
