Well at my grandmother's house we automatically take of our shoes. At my sister-in-law's it depends on the weather and what kind of shoe. If it is wet outside the shoes come of unless they are heels. If it is nice you do what you want. My daughter takes her shoes of everywhere and has a fit when is time to put them on. That is why I bought her a pair of crocs, easy on easy off.

At one time we had a no shoes policy. For the holiday's we got plastic heavy sheeting, and stapled it to the carpet from the front door to the kitchen. Then as guests arrived they came into the kitchen over the plastic, and into the garage where I gave them a pair of slippers. We purchased a lot of slippers, the cheap ones from rite aid ($4 a pair) in all diff. sizes. And they just wore slippers around. They kinda got a kick out of it. And after that, everyone just got in the habit of bringing their own slippers!
Another rule we have, is no eating or drinking in the living room. This was set up for our children, as to not risk spilling on the carpeting. I simply asked everyone to keep their beverages in the kitchen, and they went for it. However, then they all got together and purchased a super expensive carpet cleaner for us! LOL it was totally cool.

We dont really have house rules other than common courtesy. I think that if your family takes their shoes off everyone else will respect that and do the same. Its not much to ask.

You put a sign up that states "Our carpet is so wonderfully soft that it will make your feet happy, but only against your bare feet." You really need to make an area for the shoes, kinda like a tip jar, once people see it they will understand.

Put a shoe rack at the door.
Anyone caught wearing shoes has to do the dishes.

Could you make a decorative sign for outside the door saying "Please remove your shoes upon entry"? That would be simple, non-confrontational, and to the point. I'd follow that rule if I saw it.

It depends on if it's muddy out, but mine volunteer it, we've done that since they were little. I would just meet them at the door and ask nicely.
